The ABC show is just rebroadcasting the original series called Just for Laughs Gags. It's not out of Europe, but out of Quebec, usually Montreal or Quebec City (French Canadian humour is a touch more wicked than the conventional North American).
In this scene, they set up a reflexology type station in a Montreal mall, where mall folk can get free samples. The victimes (in this clip, 3 women and an man) are invited to sit on a massage table and take their shoes and socks off. The "therapist" then asks the victim to place the tray full of the treatments "tools" like creams, liquids, and the such, the intent being that it forces them not to move in order not to spill.
The joke then proceeds to the "therapist" starting to massage, and then either brings unexpected tools (a toothbrush, an electric buffer, or just her fingernails) and then suddenly start to tickle. She does it lightly at first, so the victim thinks that it's just an accident, then she increases it, where the victim now tries to move and adjust without spilling the tray. After a while, it's a full throttle tickle, where the victim does anything to pull away, sometimes just tossing the tray off. It's a cute scene.
