I was planning on doing it in private, without anyone knowing. At first, I'm not gonna tie her up or anything. I'm thinking about just sort of playfully tickling her and seeing if she's into it. But I don't even know how to proposition her.

Don't proposition. Allow for it happen naturally.
At some time or another she will be in a position where you will be able to tickler her.
She will be lying on the couch barefoot and comfy. Vulnerable or open to a tickle attack.
Wait and take advantage for opportunity to present itself.

Let's bring something into focus here.

When you're not a ticklephile, tickling is a form of spontaneous horseplay, much like using the supersoaker or a whoopie cushion. But when you are a ticklephile, then tickling is a form of having sex, and having an obsessive desire to tickle someone and strategizing for the opportunity is the equivalent of having a sexual attraction. That said, you need to think really carefully about what you're doing, because if you tickle her and are getting turned on by it, she may well be able to sense what's going on, and depending on her predispositions and perspectives, your relationship with her may or may not be still intact when the tickling is over. And let me make clear, the source of concern is the fact that you're strategizing about it. If you gave her foot a spontaneous little tickle at the right moment, it might well not cause any problems, but when you're strategizing, you just need to be careful.

Mmm. IMO, if you feel the need to hide it ("doing it in private without anyone knowing") then you should not act on this. She's family. If you can't tickle her on the couch or something in front of everybody else in a fun, playful manner then don't go there. I may be reading your intentions wrong... but that's what I'm seeing from here.

Yes, amplifying my note even further, I agree with Marcus B. Even telling her that you would like to tickle her the way you'd like to tickle her could be dangerous to domestic tranquility.

If she's the type who's fun just try to exchange jokey, Cheeky remarks, wait until she says something especially cheeky and use that as an excuse to attack her tootsies. If she laughs keep it up for a while, if she doesn't quit and she'll just put it down as horseplay.
