Surely if you are late in wishing someone a happy birthday you are belatedly wishing them happy birthday and it is a Belated happy birthday. To wish them a happy belated birthday is to hope that they enjoy their birhday whch for some reson is belated. How can a specific date be belated? I am not trying to have a go at anyone - it is a widely used term - but it is plain wrong!

Well, it's either one's birthday wishes that are belated, or the birthday celebration that's belated. People frequently celebrate their birthday on a day other than the anniversary of their date of birth.
