This is the premise for a story I threw together.

Evolution
Prologue:
The theory of evolution as defined by Charles Darwin has become generally accepted by the scientific community. It is utilized when determining the value of certain traits obtained by organisms living and dead.
Scientists have also determined that organisms with certain traits are deemed ‘higher functioning’ and those without those traits are ‘lower functioning’.
This would imply that all the traits that higher functioning organisms would protect those who have those traits better than the lower functioning organisms that do not share those same traits.
This may be true for some traits, such as ability to generate internal heat, cognitive abilities and logic. However, there is one trait scientists have yet been able to determine the value and leaves the ‘higher organisms’, especially humans, at a disadvantage. That trait is being ticklish…
It can be considered painful for an individual and even render an extremely ticklish person completely helpless to defend themselves against the assault. This has been used to extract information, whereby non-intense tickling is utilized to completely distract a victim and forcing them to fall into a type of insanity.
I Man’s Evolution:
Over the next hundred years, humans have been forced to become less divided and more of one mind. Humans have found themselves in a situation where they are driving their own evolution, based on the goals and shared vision.
However, this is philosophy is not universal. There are still those who take advantage of others for their own personal gain or perverted pleasures. This has allowed some of the self driven human evolution to be turned into liabilities. Those dissidents have turned some into their own instruments of pleasure and taken away all hope of escape for their victims. These acts are being driven by their own desire to see and to know that others are being tickled.

2034, Final genome mapping and DNA modification theories are complete. Doors open that never seemed possible before
2042, The United Nations begin to take a more active role in maintaining order between nations. They move from peace keepers to enforcing the peace.
2092, As part of a global asset and expense reduction project, the UN develops “Biomec Organisms” (Biological Mechanical) that will take place of the medical industry
2095, After much apprehension and testing, the Biomec Organisims” are released in the earth’s atmosphere. The issue of autonomy was at the core of all the debates. The world leadership wanted to insure that no one would be able to manipulate the Biomec’s in any other human. Modifications were made and the first of the Biomec’s were released.
2137, With the population explosion as the result of the Biomec’s changing the primary cause of death from physical to psychological has allowed humans to begin to live up to 180 years. Humans were forced to move out of earth’s atmosphere and into earth’s stratosphere into what could be termed a moon size condominium complex. The complex always rotates on the dark side of the earth. Food management and production on earth
2142, As a result of the closer proximity, crime increases dramatically. A two step phase is put into place to continue to enhance the general populations existence and curb crime. This is to allow the Biomec’s to accept orders from outside the host’s body (immediate freezing of people, discontinuing their course of action) and also allow for people to use the Biomec’s to enhance or modify appearance. Identification based on the Biomec’s was established when they were first released 50 years ago.
2146, Source code for the new programmable Biomec is published. Shortly after, the first Synpats (Synthetic Patriots) started being noticed. The term Synpats is actually short for Synthetic Patriots. They are called this because of their undying loyalty to whatever cause those who control them deem important (Patriots). However, these patriots are not of their own free will and are made by those who control them (Synthetic).
Initially the Synpats had jerky movements and were easy to identify. These Synpats were relegated to mostly suicide missions and making statements through horrific acts for political gains. However, the programming became more refined and the time to ‘adjust’ the Biomec’s program to fit the individual who is being turned into a Synpat becomes shorter. As more and more Synpats were created, the creators needed to open new markets. The next logical step is the human sexual desire market. Those who had ‘diverse tastes’ in their sexual desires were pleased with the results.
