It's from the US Dragon Ball episode where Goku tickles Hasuki, a pretty blonde thief with an English accent.

as a big fan of this entire saga i feel as though i must correct you all....this is a clip from Dragon ball....dragon ball Z is much later in the young boy(goku)'s life.....and a great series as well

Yes, it's Dragon Ball, not DBZ, but I doubt many folks care after seeing a sexy female anime character getting tickled :p
