I think it was posted on Tickle Theater a while back, but it doesn't seem to be there anymore. It was in 3 parts, written in first person. There was a guy who was in charge of setting up a carnival or charity event or something and someone suggested they set up stocks and have girls get their feet tickled. One of the girls on the committee volunteered to be in the stocks, and the first part ended with one of the girls who was tickled enjoying it and going to the main characters apartment where she was tied and tickled more. The second and third parts were him tickling her and then her tickling him.
