Is Bethesda Trying to Trick Gamers?

Hi All! I was in my local GameStop a few days ago (bought Stardew Valley). They had a pre-order box up for Fallout 76, so I thought I would look at it.

It didn't say anything about needing internet, and on the back, it said "Up to 4 players". Now, last time I checked, up to 4 also ment it was one player.

When I got home, I did a quick Bing search again, but it was the same answer as last time.

Is Bethesda Trying to Trick the gamers that might be in the dark about the "online only" thing?
 
Bethesda hasn't been shy about the fact that Fallout 76 is basically a Fallout MMO; it says so on the website for the game and it's Wikipedia page. I would imagine the back of the retail boxes state online is required.
