Brooke Burke did do Howard once but since has dissed him in print and now they don't get along (Howard talks REALLY negatively about her....real venomous talk. Also I'll bet she wouldn't go for it, she seems like she's got a bit of model attitude, especially when she was interviewed by Howard-for a girl that shows everything and basically is a professional c**k-tease, she was pretty prudish and unplayful on Stern.)
Sarah Michelle Gellar did do the show once (maybe twice) years ago, but she seemed very...how does one say....she was just there to promote her whatever, she was really youngish in her manner and I've noticed when girls are too young, he associates them with his daughters and tends to not be AS sexual. (he might ask them stuff but he might not be as quick to say that he'd "want to do her", etc.) Just an opinion.

Here's a fantasy scenario!: Adriana Lima comes in to promote a Victoria's Secret fashion show and in her innocent, Brazillian bubble-headed daze, gets talked into the tickle chair! And turns out to be so unbelievably ticklish, she squeals with helpless giggles. Yeah, that would be pretty good!
Girls that "want to be taken seriously", which most TV actresses do, seem to not be as up for the playing around as girls that don't take their "art" as seriously and are really just exploiting their body and sex appeal (Pam Anderson, Carmen Electra) or whose careers aren't "A-list" (Maria Menuous, Rhonda Shear, porn stars like Jenna Jameson or Tera Patrick). Personally, I think the most suprising ticklee of all time on Howard Stern was Belinda Carlisle!
