As the title says, FF9's heroine (?) pretty much hogtied and foot tickled by those ever nasty floating feathers. ^^

Floating feathers, one of the worst tickling enemies that ever could exist.

(That reminds me I still need to get Final Fantasy 8, 9, and 10, although 10 should be easy to find compared to 8 and 9)
