Unknown cartoon, I haven't seen it before - I think the first person is female, but I'm not 100% sure. Second is definitely male. Enjoy!

This cartoon is Jewel Pet Happiness, and the character is Apels Yamada, a very effeminate guy.
The scene was posted last November in TT's Huge Anime Tickle Thread: http://ww.tickletheater.com/showthread.php?p=700404

Speaking of which, people should really check that thread regularly. Tons of great scenes get posted there and nowhere else.
