Her name is Margarethe Schreinemakers, show is called Schreinemakers Live. There's even date of the show: 23. March 1995.

I hope that you guys realized, that this was actually two clips edited and put together. The woman is a talk show host, the guy on the floor is from a comedy show. She cracked up during one of her shows and they used the clip for the comedy show. It's still nice though ;)
