Take a girl from one of the middle east's ultra religious countries, who hadn't been tickled, nor probably even ever saw anyone tickled... Don't you think that her reaction to being tickled would be drastically different than of a bubbly Californian girl, regardless of how ticklish they both really are.
The reaction would pretty much be the same. It's a physical thing. Ever read about that tickling experiment a guy did with his newborn son? The baby laughed when tickled BECAUSE it tickled, not because the baby somehow knew that laughing was the right response. Also, people with training can and do react much differently to pain than those with no training. So, it is not dumb to posit that people from different cultures might, on average, react differently to tickling.
