Normally I would say "unbelievable" but, I've actually seen something similar in my town a couple of times but, those people put the fake plate in their back window.
 
A fake license plate to a cop is like waving a red flag at a bull.
 
Umm...what happens when it rains? Or when the colors start to face in the sun? Or when you're parked somewhere and somebody holding a sharp object trips and accidentally pokes a hole in your licence plate? So many things to go wrong with this.
