It's a popular event in germany where people dressed as witches and stealing the shoes of the visitiors (mostly women) while walking through the city.
There are a lot more of these videos on youtube. Maybe there are more funny tickling scenes as well. :upsidedow

Nice find. There is another one I found a while back but never posted, I'll try to find it again
 
I've always liked these carnival clips. Reminds me of those swing tickling clips from years ago, too bad those clips are mostly gone.
 
Fun clip thanks for sharing and just goes to show how different people are in Europe than in the UK.
