Okay, this one took a bit of research and I’m still not sure I have the character identified. I ran across two cartoon personalities with this name: the first, and most likely candidate (based on her looks) comes from a 2005 computer animated feature film called “Here Comes Peter Cottontail-The Movie”; the second is a minor character from “Ever After High”, a spin-off of the “Monster High” toys a web series animation. Both of these gals seem to be antagonists and fully deserving of a little correction. Well done in supplying the needed incentive!

So... the gender-bending character is based on Jack Frost, a shoeless "ice king" kind of guy, from the Rise of the Guardian animated movie.
I have little information about him, beyond the fact other artists provided rule 63 renditions, and he basically looks like a scruffier Elsa.

Her antagonist is... ah, well.
That's a matter between me and my patrons, until I release the fanart to the public.
