Something similar happened when I lived in Houston. A trucker was picking up metal shavings from machine shops around town. He didn't tarp the load, the shavings stated blowing out and before long there were dozens of cars and trucks on the Southwest Freeway with one to four flat tires. Tied up traffic for hours. The police tracked the guy down and his employer had to write a big fat check for damages. I don't know if the guy kept his job.
