It's hard to tell since her friend is such a bad tickler. I've tickled women who were really ticklish and seen them tickled by other people who didn't know what they were doing and have little to no reaction. Her friend doesn't seem to be 'very ticklish', but she is ticklish.

But, that just goes to show just because someone hates being tickled doesn't mean they're off the charts ticklish.

Felice says in the stream that her feet are ticklish, they just need to be tickled by the right person. No idea if that means that she has to have a connection with the Ler or just meaning that some people are generally better at tickling than other's (As we can see, her friend is terrible at tickling) so I am sure we will get a good idea of how ticklish Felice really is in the future.
