It looks like a great place to buy a premium membership and get access to a multitude of tickle video producers’ work. Not too expensive either.

Is it legit? And also does it run well on mobile devices? I use an iPad as my primary device.

It's a pirate site that resells other producers content that is purchased with stolen credit cards.

You can indeed download a lot of tickling material from it. You'll also download a nice catch of other things that have been embedded into the files. So it's recommended that you not wish to use the machine you download with for very long, as it will be be needing a full wipe and rebuild quite soon after.

Buy the material you want from the original producers. It will save you many many headaches.

In a weird way I love how normalized the idea of just snatching up tickleporn at a discount from a pirate site is now. Like it's an Ollies or something, 'bargain tickle videos from all the largest outlets!'
