IMO as long as cartoon characters are clearly not representations of kids (i.e. have passed puberty), it doesn't really matter what fictional age you assign them. That's enough for me to weed out who is a pedophile and who is not.
 
I'm always picturing ticklers instead of ticklees, and one character I always thought seemed like she might be a wicked tickler was the mom from Good Luck Charlie.

Not really Disney (it's Dreamworks Animation, but close enough, right?), but I gotta add Chel. Imagine tickling those thighs and hips!
