I'm afraid that I cannot remember her name off the top of my head, but the image if from a Harmony video, or possibly a very very early FM. that might aid in narrowing it down.

The model is Sadie Atkins from FM Concepts. I cannot remember the title (Secretary Something?) but the video involves girls going barefoot in an office setting then being forced to put their feet on display, very good video. You can try http://www.fmconcepts.us, but like Myriads said it is very old and FM does not seem to have their old stuff up online.
