Actually, Popeye tickles Bluto's sole with his finger. Bluto is trapped in a cage at the zoo.

bluto's foot is very cute

I would have not only tickled Bluto's sole while he was trapped in that cage. I would have also sucked his toes, one by one, and even bite his big toe as a punishment.
