I believe the main ticklers voice in Death Games Dub was Emily Sun. This is her tweet, saying she voiced 2 named characters who I have no idea who they are, and some "additional voices" in ep 9 and 10. She does sound similar to the blonde tickler too confirmed:

It was revealed the english VA for Kushieda is Ashley Tirado (you can see on her twitter), a VA with no other anime roles. She mentions the scene in her post on instagram

I'm also interested in who voices the ticklers as well. Apparently someone said Netflix usually updates the dub credits in a few days of airing so maybe they will show up then?
