For *.gif output: You can do that with Photoshop or Flash (also provides SWF and more) for example. Even GIMP might work but I'm not sure on that. For *.avi output: If you're good with computers and know a little progamming language (or basics, at least) you can do it pretty easily with ffmpeg...
