Neither.
Like any non controllable physical trait it's evenly spread across the genders.
What makes it seem like one or the other is social expectations of how a gender should react. Males are socialized to be 'stoic' and such and not show responses as much (Or show they LIKE to have said stimulation, though that has been slowly changing in the last 20 years) and it produces a bias in sampling when you look at a populations responses.
