Oddly enough, I've been thinking about this a lot lately. It's infinitely easier to "convert" a woman to foot fetish stuff if it's mostly worship, massages, or foot jobs. Tickling can be a harder sell. I decided a while back that if I had a choice, I'd rather have a partner who let me play with her feet in a non-tickling context than tickle a person who was probably only doing it for me. In such a case, very very recently I also decided it would probably be fun if we were both to tickle a willing third party, like an escort or a unicorn or something.

That said, I've tickled extremely ticklish, extremely hot people and went nowhere near their feet. So I guess my answer is a totally firm, concrete, "it depends".
 
Impossible for me to choose. I never would have developed a love of tickling if it wasn’t for my fascination with pretty feet and it is inconceivable for me to not tickle these feet. They are absolutely combined and not able to be separated in my existence, lol!
 
I relish and get off on the experience of merely touching soles and toes, so no tickling is not a deal-breaker. I had a work colleague once who enjoyed me giving her long foot massages after work. Easily #2, but I'll tickle the shit out of them anyway, because I make the rules!
 
If a woman's feet aren't ticklish I don't care how good they look, I'm no longer interested in them.

This is a good point.

While there are some examples of almost anything, very few people hate a foot massage, especially if it's from their significant other. But a whole lot of people absolutely hate to be tickled.

The only slight mitigation of that is that foot fetishes are kind of weirder to vanillas, as most people haven't experienced foot worship, but have experienced at least a little tickling in their lives.

I'd say that my tickle fetish is stronger, I've had lots of fun tickling people who either weren't ticklish on their feet or not very ticklish on their feet.

That said, I think I'd rather go with scenario 2 just because it leaves the avenue open for other sorts of foot-related fun. Thankfully I haven't been forced to choose yet, though I've found it's easier to convince a woman to engage my foot fetish before the tickle fetish. It may be why I feel the tickle fetish is stronger, it's one I get to exercise less often.
