For me the fictional character would be Mrs. Emma Peel (payed by Diana Rigg) in The Avengers circa 1965.
 
I'd chose Belle Bottom from Minions, tied to a chair with her big funky feet propped up on a stool ;3
 
I think I'd choose Supergirl. It'd be fun to take somebody who's normally strong and powerful and reduce them to a hysterical, cackling mess. So weak from laughter that they can't sit up even after you've taken off the restraints. Just get a little kryptonite. Not enough to hurt her just enough to weaken her so she's vulnerable. Take those red boots off, strap her to the bed and go to town.
