This is most often due to the figure of a dancer (belly and foot fetish)

In addition, there are movements of the abdomen and feet. I had sessions with a belly dancer so I know what it's like

I dated a belly dancer for awhile, many years ago. Her belly & sides were unbelievably ticklish (but she hated it) and her feet, though beautiful, were as ticklish as Nike sneakers.

Interesting, I would have to say yes. My girl sometimes dances around swaying her hips at me and it is certainly... enjoyable and hypnotising.
