Okay, slow down there, Kenny... You may be surprised to know that not everyone has, knows about, or understands our shared interest. While to some it may be interesting, to others, it's seen as weird, and to still others, any deviation from normal social and sexual behavior is simply wrong.
That being the case, some advice:
Do not approach strange women in a sports bar (or any other venue) and ask them to tickle you. You will almost certainly be rejected, and may find the remnants of a drink in your lap.

Just because a woman has long, well-kept nails doesn't mean she wants to tickle anyone. All it means is she likes having long, well-kept nails. Sorry. Sad but true.
Either find a friend you've known for years who you can trust and know that you're not going to lose over some topic such as your own unique proclivities, or, if you have money, and have no problem parting with it, seek out a local dungeon and see if they have doms there who would be willing to tickle you for pay. I'm guessing for you, the latter of the two may be the best option, as you're willing to part with some cash, and you seem to have a bit of trouble right now identifying in what contexts it's okay to discuss your desires with women about your fetish.
