I agree, I think we need more information about the circumstances. I still think it was blown WAY out of proportion.
Unwanted touch is not sexual unless it's intended to be by the person who gave the unwanted touch. The person being touched doesn't have the right to say how the other person meant to touch them.
Now, if the officer touched her chest, crotch or ass, that is sexual touching since they are touching what is considered a sexual bodypart. But if he tickled her tummy or her sides, and others were there to see it, and it was just horseplay, people shouldn't jump right to "sexual" harassment.
I know for a fact that someone is going to take this the wrong way but I am going to say it anyway. Women have too much power when it comes to pointing the finger and yelling "SEXUAL HARASSMENT!" All they have to do is not like someone for any reason at all, and say to someone in power "Such-and-such sexually harassed/assaulted me!" and all of a sudden, a whole shebang starts and the guy, guilty or not, is an offender and a criminal.
Of course, asshole, perverted men are who GAVE them the power, by thinking they can touch any woman at any time in any way they want. Now employers and superiors HAVE to take every complaint seriously because both men AND women lie about this shit, either about touching or being touched, and without video evidence, nothing can be proven.
What sucks the most is that it's never going to change - some men are always going to think they can get away with touching a woman inappropriately, and some women will always take advantage of the ability to get any man in trouble they want to with just a few words.
I am just glad I don't add to the problem and I keep my damned hands to myself at work.
