I've seen this picture before, and since I have an interest in Japanese women's wrestling, tried to track down some info about it. All I've been able to determine, though, is that it's from the NEO promotion, and that the woman who's applying the hold is Kyoko Inoue (a favorite of mine). The "tickler" might be Etsuko Mita -- at least, I've seen pictures of Etsuko wearing similar ring gear. No idea who the " ticklee" is, though.
