80’ or 90’s movie

Hey All, I have a very vague memory of a movie I watched when I was younger. It showed some sort of big party/carnival outside. One person was using a big feather to tickle a woman who was tied to a pole or Column. Might have been a guy tickling her. I’m sorry that’s all that I can remember.

Sounds like it could be Exit to Eden, 1994 movie with Dan Aykroyd and Rosie O'Donnell playing police officers taking them to an S & M vacation island to investigate a case. There was a scene similar to the one you described with one of the workers on the island being tickled with a feather against a post during a carnival like event.
