Animating Still Photos?

This isn't tickling related but it is foot related so I'll drop it here.

I was thinking about how there are apps or whatever that can animate someone's facial expressions. I have a really cute picture of someone with her feet up, reading, and I was just thinking it would be cool to animate the whole thing. Her eyes, her smile, her feet/toes, maybe a bit of her dress. Nothing too dramatic, just touches here and there. Is there something or someone that could do that with decent quality?

If you have photoshop, you could probably use that to give the illusion of movement.
