I believe that is Stacey Stauffer. She used to be a weekend morning news anchor in Philadelphia. There was a segment every weekend when a local shelter would bring in a pet for adoption. On one instance a dog was licking either her feet or her legs and she said it tickled. was only audio because that had the shelter information on the screen at the time.
