I have a friend back home in upstate NY who's been deaf since late childhood. I know she drives. But, I'm not sure if there were any special additions to her preparations. (That may actually vary from state to state.) The only thing I know of is that she has to be especially aware of watching for flashing lights since she can't hear a siren. I know there's been talk about developing something that would trigger a light inside the car if an emergency vehicle was approaching...similar to the chip that would turn down stereo volume so those who insist on blairing their music would hear them. I'm not sure if that was ever developed, though.
