7-Zip http://www.7-zip.org
or
WinRAR http://www.rarlab.com/

I suggest 7-Zip. It's completely free, has no commercials or "Purchase now!" -messages. It's really simple and unpacks just about anything, is the fastest package manager for windows (look for tests on the web) and uses the .7z format, which too is supported by almost every package manager. It can pack stuff into .zip and a few other formats too.
