It's some kinda computer animated Barbie movie, that I came across on Youtube. A human girl (Barbie?) is able to breath and talk underwater, while 2 mermaids look at her feet with wonder. A sea lion then swims up to her feet and starts licking the girl's toes, causing her to pull away laughing.
