If your parents are stationed in the military overseas at a military site (as the Panama Canal Zone was at that time, before Jimmy Carter gave it away to Panama), you are on US soil, and anyone born to military or civilian personnel stationed there (provided the parent(s) are US Citizens) are considered US citizens by birth. I had a classmate that was born while her parents were stationed in Germany, and she was a US citizen.
Pays to pay attention in social studies/civics when you're in school...
As I understand it, this rule about being a citizen if your birth took place on a military base overseas wasn't always the case and that John McCain just made it under the wire. The law was put into effect just a few years before his birth.
