there from a disney show called brandy and mr whiskers, brandy is the 'lee in the pic, the tickler is a bad guy called gaspar, the monkey holding her down is one of his henchmen. mr whiskers is the rabbit sitting on the floor, oblivious to her situation

i think its a refrence to an episode were people think mr whiskers has lucky feet (as in lucky rabbits foot)

i believe gaspar is trying to see if brandys feet are lucky as well
