ok this story goes back a ways.Basically its about sailors of some sort ( viking type if i remember correctly) , who must pay a toll or tax at a port or bridge and if they don't have the necessary money they must submit to being locked in stocks , they're feet scrubbed clean which by itself tickles immensely and tickled for a duration of time....anyone recall such a story?
