I've never been sure what's happening in this picture, though any picture with Wendy Padbury (Dr Who companion Zoe Heriot) is likely to be cute.

When she was cast for Dr Who in 1968, the BBC did some publicity stills of her in costume for her first episodes. In one of them, her shoe is off and the producer is holding her socked foot and grinning while she giggles. It could be tickling, or it could just be them laughing about him being goofy.
