What credit card offers or allows users to have a low limit ($100-$500) and has low fees and rates?

Bank of America has a Student Visa that has a limit of $600 with no fees that I can recall. I don't know the rate off hand but I believe it was low-ish. No cosigner needed, either.

Visa and Mastercard both sell gift cards now. You put money on it and then use it. Sounds odd, but it'd in the end serve the same purpose.

Might suggest a Visa Electron for online transactions.
You can "charge" it with a set amount of money, and it is not unlike a debit card, except most sites accept it as a regular Visa.
