Has anyone ever had to deal with this?

My stepdad's laptop has this. As soon as he turns it on,he gets that notification. It looks real official. It says to remove it,pay a ransom of $300. They want him to pay via stuff like Greendot money pack,or a couple other means. Later today,I will download the removal tool onto a USB flash drive.

He says he had gotten the message/virus after clicking on a link for some racing site. I wonder if there is a way to check to see if a link to a site is virus free.
 
Anti-virus programs like Avast or McAfee often have functions that can rate sites as safe or risky (these ratings usually turn up in Google searches. You'll see something like a green check mark next to sites which are considered safe).
