DC and Marvel each have some ticklish heroines--usually the ones who are odd or specifically for tongue-in-cheek purposes.
She-Hulk - this is a superhuman woman who knows she's in a comic book. She is confirmed ticklish.
Starfire - a nutty alien who uses sensuality to learn languages
I think this theme suggests Harley Quinn, Squirrel Girl, Jubilee, and other characters who are largely silly or tongue-in-cheek are the most keen tickle victims.
Of course there are outliers... and usually brought out by the ticklers! Nightcrawler got to tickle at least two girls who are largely tragic and serious--Rachel Summers and Rogue. He also tickled Meggan but she's a little un-serious and always barefoot so she had it coming.
I'm more of a Marvel fan so I know of more of the tickle antics in Marvel and it seems to have more. Any DC fans know of a wide array of ticklish heroines?

Guy above gave a pretty solid list of canonical comic tickles, of which I'd hoped there'd be more, but just going of what I think/hope:
Emma Frost: It'd be so great to reduce such a ruthless, proper control freak into giggles.
Catwoman: Kinda same principle as above, with the bad girl turned into a cackling mess.
Spider-woman (Jessica): Just because lol
Batgirl (Barbara): Computer geeks being tickled is always nice
Poison Ivy: Because hot barefoot redhead. Love it.
Wonder Woman: The epitome of tough, warrior woman. I'll love a crack at her. Also, she's been shown debooted, wearing no socks or anything underneath. Another thing I like.

Okay, guys, this is going to sound kind of nuts but hear me out...
The Arkham series of games is an amazing series of games. Above and beyond being the best possible portrayal of Batman out there, I've examined deeply what I have begun to see as a progression of personal kink. So here we go, into the rabbit hole (**I don't THINK I left any notable spoilers but just in case, read at your own risk**):
Arkham Asylum - Seems benign enough. Couple of old guys get tied to chairs, meh. Then we run into Ivy. She's mostly naked but I notice that they go to a shocking level of detail including beautifully rendered feet. Yeah, there were barefoot thugs here and their but their extremities were blocky and cartoony as Fable feet, not like Ivy's. I was waiting for the opportunity to see if Batman even cuffed her at any given point but alas it was not to be. When first playing it, I didn't give it much more thought.
Arkham City - Suddenly the number of character possibilities has skyrocketed. Though the first bit of bondage is Bruce Wayne in a suit (for the ladies and the gentlemen of such persuasion) what really caught my notice is that the first we see of Catwoman outside the DLC is deliciously struggling all tied up upside-down. Nice to see but then no less than three other female damsels are witnessed in restraints! With Harley, you even get to ungag and regag her ad-nauseum. It was nice to see despite the frustratingly enveloping boots on all the ladies protecting their feet from attack. Upon seeing this I re-visited Arkham Asylum and realized it went from barefoot, no bondage to bondage, no bare feet. A dream entered my mind that they might just be progressing up my scale of kinks but I laughed the idea off.
Arkham Origins - Imagine my surprise when they reveal an all-but-barefoot female version of Copperhead who is not only shown restrained when Batman is going over the assassins likely to come after him but is also strictly hogtied by Batman himself. With only a thin pair of stirrups protecting her soles, she fulfills the barefoot and bound status.
Arkham Knight...?
We have one final game in the series and though I know it's so deep a pipe dream we're looking at cracking the planet's core... but with the progression so far we might get to see some tickle torture in a Batman game!

Magik/Illyana Rasputin - With all the crap you've been through, and how stoic you are now, you probably really need this. Trust me, it'll be therapeutic - you'll thank me after a few hours of helpless laughing. 😛
Raven - Same story as Illyana - you just straight up NEED to laugh, for your own health. 😉
Starfire - I'm not at all afraid of the prospect of tickling you to your most hysterical outer limits - what terrifies me is the reign of gleeful terror you'll unleash when you realise how much fun tickling people to insanity can be.
