The clip comes from some cartoon I have never seen. There is a female character that sits in front of a mirror while putting her makeup on. The thing she doesn’t see though is a male character, who think is a tortoise, who sneaks up on her and starts tickling her. She smudges the lipstick all over her face.

The show is called Turtle Island (Tikki Turtles Insel or L'ile De La Tortue) I can't recall which episode this clip is from though.
