Its probably a long shot, (i read it like ten years ago) but it involved a guy tricking girls into being dragged over benches with feathers stuck on them. Its then revealed that all the girls who laughed would be dragged over again in their underwear, and he even tricks them by dragging them slower to 'take it easy' on the women when really it makes the tickling last longer.
