I believe this scene is from a movie call "Suburban Confidential". It's a soft-core job from the early 60s. There's more footage of this scene in another similar movie from this era. And they show the guy using the feather on the girls foot. Don't remember what that one was called but the scene was only 10 seconds long.

'Suburbia Confidential' - it does not give the year this was made, but I am making an estimated guess - early 1960s perhaps.
