Dutch Consider Ban on Toe Licking

AMSTERDAM, Netherlands - Toe-licking could become a criminal offense in the Netherlands after a man who licked the toes of several women was released by police without charges.

The toe-licker, whose name was not released, was arrested in Rotterdam earlier this week after a woman who had been sunbathing said he unexpectedly licked her bare foot.

Other women had also complained, and the 35-year-old man has reportedly been pursuing his fetish for years, but prosecutors in Rotterdam said they are powerless to stop him.

"A lick over the foot doesn't qualify as a crime: there has to be some kind of objective sex act committed," said prosecution spokesman Cees van Spierenburg in the Rotterdam Daily newspaper. "That's the way the law is."

Lawmakers Peter van Heemst and Aleid Wolfsen, members of the leading opposition Labor Party, asked Justice Minister Piet Hein Donner in a formal complaint to change the law.

"How can you explain that we can prosecute someone for throwing a cigarette butt or soda can on the ground, but not for this kind of misbehavior?" the men wrote.

The guy is lucky he didnt do this in America, where he probably would have been arrested, jailed, and sued for sexual harrassment. Apparently, Europe or certain countries must be a bit more tolerant of this then America is.
I once read a small article called "News of the weird" in some magazine or describing this kind of behavior. According to the article, there were three seperate incidents of foot fetish harrassment which landed people time in jail. One man got a year for phone harrassment for calling women up and asking if their feet stink. Another guy got time in the slammer for nonchalantly striking up conversations with girls on the street, then bending down and fondling their feet. A third man ended up getting six years in state prison for 2 offenses of breaking into girls homes and stealing their socks.
To top this off, before he died, my pen pal Don Fraser wrote me of an incident he had read about of a guy who was a toe licker, who would walk up to women on the street, tackle them from behind, pull off their shoes, and lick their toes.
This scenario also reminded me of another incident I had heard of in NYC in the 1980s on the news of a guy who would tackle women on the street, pull off their shoes, tickle their feet, and then steal their shoes. The news media called it "bizzare"
What is most surprising in the incident in Europe is that they let the man go, showing apparently that other countries are not as into sexual harrassment as America. Had those incidents happened in America, that guy would have gotten a term in the slammer, Iam sure.

heh... the foot-licker is actually from my home state, Rhode Island. He'd make small talk with women in stores, follow them around, then lick their feet. Small world, ain't it?

Posted on the front page today of the Express (a Wahington Post paper), - Unsolicited Toe Licking could become a Federal crime in the Netherlands. Apparently, Dutch police are unable to bring any charges against the man, as there is no law on the books. Police reported that the man, who for the past three years, allegedly sneaks up on female sunbathers and licks their toes. Police said "licking a stranger's toes is unusual, but it's not a crime."

Well, as a dinosaur in the Netherlands that really caught my eye! I have to say I don't understand both threads of opinion... On one hand one gets annoyed by the usual extreme remarks of the Americans in this forum who would immediately pull out sexual harassment.... My first idea is that there's a poor guy around with some issues and probably more dangerous to himself in emotional terms than to the community in physical terms... America is good to enforce too many laws which you get away with if you have money and good lawyers, so how come your legal system managed to get so freaked about these silly things and never to focus on much more pressing problems??

On the other hand, the excessive softness of Dutch authorities who don't know how to thread in, often flabbergasting.... (They have this problem in many other circumstances, not just harmless weirdos like this....) There's rather obviously no law against public toe-licking, a bit hard to imagine by lawmakers!! But if this guy's behavior was bothering someone, whatever it is, without going into specifics, isn't that ground enough for intervention in itself?? A warning or something, or bring him sort of forcibly to a psychologist and try to help him in dealing with the thing, as well as finding him a date with adequately sized toes and thus solving the problem once and for all! (Decidedly a nice ending!!)

Uh, excuse me, but I believe the forum itself was started by Americans, and most of the people on this site, Americans included approve of toe-licking, so I don't know what "usual extreme remarks" you're referring to(although I do agree that things have gotten way too PC, in this country). Secondly, I don't think this is an issue of toe sucking, or any type of fetish, but it's an issue of violation. OK, so it was just some harmless toe-licking, but apparently these women didn't know this guy, and didn't ask to have their feet licked. I love tickling feet, but if I'm at the beach, and I see a stranger, an attractive woman catching some rays, it would be inappropriate, and technically harassement for me to start tickling, or licking her feet. Just because a woman exposes her feet doesn't give a stranger the right to take advantage of the situation.

Magic's right. Going up to complete strangers and touching their bodies represents, to me, an invasion of sorts. Behavior like this certainly isn't invited, in real life, as opposed to the fantasies of all our fellow members. Fantasy vs. Reality.

And, Dinosaur, keep in mind: critical remarks about Americans-at-large, no matter how seemingly or actually warranted, no matter how justifiable, won't be tolerated. Please don't take this personally 😛

I know this is off the original topic of the thread, but I wonder if the women who were victimized by this particular tickler laughed. I'm sure the original news article didn't go into such detail. Ladies if I may ask you, if this happened to you, would you laugh just like any other time your feet were tickled, or would the fear/shock of being attacked in this manner override your ticklish reaction?

As it's been said....I don't condone doing it in an unsolicited fashion to total strangers.....don't care how pretty and ideal her feet/toes are......that's quite an intimate move to be making, and as such, there should be considerable knowledge between the two people....or, at the VERY least, a willing, consensual agreement to such an act....giving and receiving.....


....but to outlaw it completely?? That'd be stretching it....no?

Would it not be much simpler to just make the premeditated touching of a stranger without her or his consent an offense punishable by law? Otherwise a law about toe-licking would have no effect on the armpit-lickers, elbow-lickers, and palm-lickers running rampant out there. 😛

Seriously, it is my impression that anybody in NY state who intends to touch a person and then does so, without his or consent, can be prosecuted for assault and battery. (Not that the DA's office has the time and inclination to prosecute all such cases, but they can.)

They don't already have a law in The Netherlands for simple assault, which would have covered toe licking in the first place and he would have been arrested and convicted long ago? Dangst, what's with yoo Dutch softies anyway?

They outlawed UNSOLICETED toe licking.... you can still do it, you just gotta have volunteers for it. Dang! Chitty Chitty Dang Dang!
