Well, some people just find the sensation irritating or maybe to tingly to enjoy and then there's those who had a bad experience with it early on and it became like pteronophobia for them.

I used to hate being tickled. Things only changed I think once I turned around 15. I don't know what triggered it, but I truly HATED being tickled. To the point that I could actually become not ticklish. Also most people are very sub average ticklers so to block them was very easy. For me it was a sign of weakness. Same reason I don't show emotions other than happiness and sometimes anger to mostly everyone.
