my ex, who i still talk to and still maintain an awesome friendship with, wasn't ticklish on her feet, which is my favorite spot. she was slightly ticklish in and around her armpit, and pretty damn ticklish on her stomach. i was just massaging her feet one day and moved my fingertips around on her soles for a bit. she confirmed that she wasn't ticklish on her feet at all. such a bummer.

has anyone been able to make someone ticklish on their feet? i was thinking that repeated light strokes that build up can cause some reaction.

I have indeed. I dated a rather brilliant young woman back maybe six years ago now, and she wasn't even remotely ticklish. Disappointing, but the rest was so good it didn't really matter.
