She's stroking a girl with something fluffy, while giggling herself. You don't get any kind of read on how the girl reacts, but I don't see how you could say she's not tickling her.

I saw this too, when the video came out
a little while back.
I thought it looked like she was playfully tickling/teasing the
lady with the feather wand. True there's no ticklish reactions.

This scene is a 2:17-2:18, but there may be other scenes.
I don't know if anybody else caught this, but while they sing "lets do it," Fergie is dancing behind a female dancer and caresses the girl's rear left shoulder and literally puts her fingers in the girl's left armpit or underarm. The dancer was surprised. She smiles, pulls her shoulder slightly up and tilts her head back. Also, Fergie is looking the other way, so we can't see her facial expression.
So, if I'm not mistaken, that had to be a ticklish reaction from the dancer.
If not, it can pass as one. It's a very short, sexy and sensual scene. It's better if you can see the scene in slow motion or pause it at that moment.
I really love this scene, but wished it would have been longer.

Yeah I kinda see what you mean, but I can't tell if it's intentional
tickling or not. It could very possibly be the light touch did tickle the
dancer though. Hard to say because the scene is so quick. Good eye
catching it at all. I remember noticing it and thinking did I just see
an armpit tickle when I first watched the vid.
